Invitation for potential service providers to apply to the GO dynamic purchasing system

The Government of Aruba submitted an application to the GO Facility for an action called “TECHNICAL ASSISTANCE FOR ENHANCING THE ENERGY SECTOR REGULATORY FRAMEWORK IN ARUBA WITH INITIAL FOCUS ON PRICE REGULATION”, which was approved on February 15th, 2024.

The action aims to develop the basis for modernization and enhancement of the legislative and regulatory framework[1] for the energy sector in Aruba. The action is consistent with earlier and current policies and national plans (inclusive of the current Government Plan[2]) that have called for modernization of energy legislation in Aruba.

The action includes a baseline study covering regional best practices for energy legislation and regulation, a gap-analysis for Aruba and recommendations for enhancement. The action intends to develop newly proposed legislation that addresses the responsibility for approving and setting electricity tariffs, held by the Minister of Economic Affairs. The action therefore develops methodologies for price regulation in accordance with universally accepted regulatory principles such as transparency, fairness and non-discrimination. The design of the new legislation should allow for future expansion of the legislative and regulatory framework in more areas of governance over the energy sector.

At this stage, the publication is a pre-announcement inviting potential service providers to apply to the GO dynamic purchasing system. Once registered in that system, service providers will be able to consult the full tender documents as of August 16th. Only registered service providers can consult the full tender documentation and submit a bid. The bid submission deadline will then be on September 16th.
